However, the characteristics of centralized procurement in recent years are not clear, and there have been no familiar reforms over the years. The sense of existence in the centralized procurement of consumables was really only recovered from 2018 – the “envelope evolution” of the double-envelope bidding model was directly linked to the network model, and the Beijing-Tianjin-Luzhou coordinated development agreement was signed.
